The Ministry of Industry and Trade will reduce the share of co-financing of the development of competitive medical devices to 50%
The Ministry of Industry and Trade of the Russian Federation will amend the rules for granting subsidies for the development and production of competitive medical devices. It is assumed that the maximum amount of co-financing of projects will be reduced from 70% to 50%, and the Ministry of Health of the Russian Federation will receive the priority right to determine the list of strategic directions for the development of medical devices.
Changes are planned to be made to the decree of the Government of the Russian Federation of November 16, 2019 No. 1463. It is assumed that subsidies will be allocated under the federal project “Scientific support for the development of production of medical devices” of the state program “Scientific and technological development of the Russian Federation.”
The list of strategic directions for which subsidies for the production of medical devices will be allocated will be formed by the Ministry of Health of the Russian Federation by types of medical devices in accordance with the nomenclature classification of medical devices and the possibility of their serial production, after which it will be sent to the Ministry of Industry and Trade of the Russian Federation and the interdepartmental commission for further development and approval. The list of indicators of achievement, in addition to the volume of sales of medical devices, will include the volume of expenditures on research and development of medical devices during the implementation of the project.
The amount of the subsidy itself will be reduced from the initial 70% to 50% of the costs of manufacturing organizations aimed at implementing the project.
New rules for the distribution of subsidies for the development and organization of production of competitive drugs and medical devices were adopted in November 2019, replacing the measures to support the pharmaceutical and medical industry that have been in force since 2015. The project assumed that the Ministry of Industry and Trade annually, by March 1 of this year, together with the federal executive authorities, would update the list of strategic directions for the production of medical devices, and the interdepartmental commission under the ministry would consider and approve them by April 1.
The list of strategic directions should include the development and organization of production of medical devices in the field of orthopedics, traumatology and prosthetics, test systems for in vitro diagnostics, detection of oncological diseases and pathologies of the cardiovascular system, medical devices for diagnostic imaging, nuclear medicine, and others.
The volume of financing of the pharmaceutical and medical industry for 2018-2020 was estimated by the Ministry of Industry and Trade of the Russian Federation at 35 billion rubles, the forecast figure for 2021 is 9.6 billion rubles.
