Representative of Roszdravnadzor elected Chairman of the Committee of the Parties to the Convention
Deputy Head of the Directorate – Head of the Department of Pharmacovigilance Organization of the Office for Organization of State Quality Control of Medical Products of Roszdravnadzor SERGEY GLAGOLEV was elected Chairman of the Committee of Parties to the Convention of Medicare for the next 2 years.
The election took place on December 12, 2019 during the meeting of the Committee of the Parties to the Council of Europe Convention on the Suppression of Counterfeiting of Medical Products and Similar Crimes Endangering the Health of the Population (Medicrim Convention).
The Medicrim Convention has been ratified by the Russian Federation in accordance with Federal Law of December 29, 2018 No. 439-FZ “On Ratification of the Council of Europe Convention on the Suppression of Counterfeiting of Medical Products and Similar Crimes Endangering the Health of the Population.” The national contact point responsible for sending and receiving requests for information and (or) cooperation in the fight against counterfeiting of medical products and similar crimes that threaten public health, with the exception of requests for extradition and legal assistance in criminal matters, is the Federal Service for health surveillance.
The development of the Medicrim Convention was initiated by Russia, this is reflected in the declaration of the Moscow Conference “Europe Against Counterfeit Medicines” (Moscow, October 23-24, 2006). The text of this international legal instrument was prepared by experts from the national authorities of the member states of the Council of Europe as part of the work of the Expert Group on Counterfeit Pharmaceutical Products under the Criminal Law Committee of the Council of Europe. From Russia, the group was attended by representatives of the Russian Foreign Ministry, the General Prosecutor’s Office of the Russian Federation, the Russian Ministry of Health and Roszdravnadzor.
Unlike most international agreements to combat the falsification of goods aimed at protecting the intellectual rights of manufacturers, the Medicrim Convention is aimed at suppressing and preventing threats to public health posed by crimes in this area by criminalizing production, marketing, storage, and sales. counterfeit medical products, pharmaceutical substances, excipients, accessories and materials of medical devices, as well as for oddelku related documentation and packaging materials.
The Committee of Parties to the Convention Medicrim is a mechanism for monitoring the implementation of the Convention and a platform for consultation of parties to the agreement.
The Medicrim Convention is currently signed by 32 and ratified by 16 countries.
