The Russian government allowed the purchase of imported medical masks in case of emergency

The Government of the Russian Federation allowed state customers to purchase medical masks manufactured outside the EAEU to provide medical care – in the event of urgent, emergency cases due to an accident, force majeure circumstances, high alert or an emergency. The ban on state purchases of foreign medical products was introduced in December 2020, but already in January 2021 an exception was made for law enforcement agencies and the Administrative Department of the President of the Russian Federation.
The amendments were made to the RF Government Resolution No. 616 dated April 30, 2020.

The Ministry of Industry and Trade of the Russian Federation proposed to ban imported medical masks on the state order market in November 2020. As explained in the department, in the first half of 2020, the volume of supplies of medical masks to the Russian Federation amounted to about 370 million pieces, and more than 80% of this demand was satisfied with goods from the countries of Southeast Asia.

In Russia, the volume of mask production since the beginning of March 2020 has grown 20 times and at its peak amounted to about 21 million masks per day, with the estimated need of government agencies at 10.8 million masks per day. As a result, about 141 million medical masks have accumulated in warehouses, and some enterprises were forced to stop production due to lack of demand, the Ministry of Industry and Trade of the Russian Federation stated.

At the end of December 2020, the Government of the Russian Federation banned the admission of imported medical masks produced outside the EAEU countries until December 31, 2021. Also, a ban was introduced on the purchase of specialized medical products in joint competitions with other types of industrial goods. In addition, medical masks could no longer be the subject of one contract or one lot with other selected industrial products.

In January 2021, the Government of the Russian Federation amended Resolution No. 616 of April 30, 2020. The list of state customers who are allowed to purchase imported medical masks included the FSB, FSO, Foreign Intelligence Service, foreign intelligence agencies of the Ministry of Defense, the Ministry of Internal Affairs, Rosgvardia and subordinate organizations, the Main Directorate of Special Programs, the Administrative Department of the President of the Russian Federation and their subordinate organizations.
